Pho Hien was ancient population centre and had occupied an importent position in the history of Viet nam. Thanks to the con ditions of convinient communication and the development of market economy combined with the open- door policy practised by the than a authorities and the impulse given by international trade in the Eastern Sea region, Pho Hien became a prosperios sea port in the 17th century, playing the role of a centre for commerce with forein countries, so much so that "first was the Capital City and second was Pho Hien".
